Health Professions & Occupations Act (HPOA)
The BC Government quickly passed Bill 36 in November 2022. This Bill introduces many changes to our healthcare services, including the collapse of BC Health Professions & Colleges into 6 government-controlled bodies. We are responding by using the power of Medical and Allied Health Care Professionals, and their patients, to speak up and create the change that is needed.
Important Updates

Jordan Kealy is asking for all concerned health professionals and patients to write his office and share your HPOA story. If you previously sent Anna Kindy a letter, please forward to Jordan or write a new letter.
This Action is crucial for Jordan’s Repeal in fall of 2026
When writing to Jordan, please include your answer to the following questions:
- Are you leaving your practice because of the HPOA?
- Are you changing the focus of your practice because of the HPOA?
- Are you leaving BC because of the HPOA?
- Did your doctor retire early or leave BC because of the HPOA?
Email your letters to Jordan Kealy | Jordan.Kealy.MLA@leg.bc.ca

Policy: Repeal the Health Professions and Occupations Act (HPOA), previously known as Bill 36
Why is the HPOA Concerning for you?
Bill 36 is now the Health Professions and Occupations Act (HPOA) enabling BC government, and it’s agents, to:
- Conduct warrantless search and seizure of property of health offices
- Dictate healthcare services with unprecedented power
- Demand access to your private clinical records
- Mandate vaccination with no informed consent
- Issue fines up to $200,000 and/or imprisonment up to 6 months for ‘misleading information’ not in agreement with government
- Forced mental health assessments
what does this mean for BC Citizens?
Staff Shortages – Health providers leaving BC
Less Privacy – Government can seize your health records
Government Control – Of your health care choices and your provider’s services
Psychologists of BC for Ethical Care & Governance
The Health Professions and Occupations Act comes into effect on April 1, 2026. Whatever each of us thinks about it, this is a significant moment for health care in this province. It raises serious questions about regulation, accountability, professional independence, informed consent, and public trust. Psychologists of British Columbia have produced a series of short videos to help bring awareness to some of these concerns. They are clear, timely, and easy to share. I am asking you to take a few minutes to watch them and, if they resonate with you, help circulate them through your networks.
Former VGH vascular surgeon and UBC professor Dr. York Hsiang explains why BC’s health-care crisis is about to get worse
Dr. York Hsiang breaks down the Health Professions and Occupations Act (HPOA/Bill36) what it could mean for doctors, psychologists, and patients, why rural ERs keep closing, and how “guidelines” can limit real treatment options.
